If you happen to be sailing near Tortuga and your map indicates you are in the "Brethren of the Coast Waters," you are likely in the right vicinity to stumble upon his island. However, if you want a more guaranteed method, follow this questline:

  • Complete "Glorious Hunters": This early-game quest involves finding an abandoned camp of missing boar hunters.
  • Locate the Buccaneers: Following that questline will eventually lead you to the head of the Buccaneers, marking their island on your map.
  • Speak with Henri: Once at the Buccaneers' location, talk to the NPC named Henri to trigger the "Buccaneers" quest.

Using the Buccaneers quest to locate the buyer

The most reliable way to find the People of Tortuga buyer is to progress through Henri’s requirements. The first stage of his quest requires you to deliver 50 bags of gunpowder. Since crafting might not be an option for you early on, your best bet is to clear camps, ruins, and other points of interest to find gunpowder in chests.

Once you have delivered the gunpowder, Henri will task you with delivering a shipment of tanned hides to a character named Charlie Sharpe. This is the turning point: once you accept this task, a new marker will appear on your map. This marker points directly to the island where the buyer resides.

Benefits of visiting the buyer's island

Once you navigate to this hidden location, you can finally sell your stockpiled medicine and provisions. While you are there, keep an eye out for these additional benefits:

  • Faction Reputation: You will find another bounty agent here, similar to the one on Tortuga, allowing you to increase your standing with the faction.
  • Hiring Black Axel: You can recruit a pirate named Black Axel to work at your base for 500 coins. He is a highly valuable hire, as he has a 30% chance to craft an extra potion during his work.
